About the Ministry of Culture

The Ministry of Culture of the Russian Federation is the federal executive power body performing the functions of developing the State policy and normative and legal regulation in the sphere of culture, art, cultural heritage (including archeological heritage), cinematography, archiving, tourist activities, copyrights and associated rights.

The Ministry was established on May, 12, 2008 on the basis of the Ministry of Culture and Mass Communications of the Russian Federation. The government agency with the same name and similar powers existed also in 1953—1992 and 1992—2004 (in March - September 1992 there existed the Ministry of Culture and Tourism of the Russian Federation).

The executive power subordinate bodies are the Federal Archive Agency (Rosarchive) and the Federal Tourism Agency (Rostourism).

The Ministry of Culture independently exercises legal regulation, develops and submits draft normative acts on issues of culture, art, cinematography, copyrights, associated rights, historical and cultural heritage, archiving, tourist activities, international cultural and informational cooperation.
The Ministry of Culture of the Russian Federation is headed by the Minister assigned to this post and dismissed from it by the President of the Russian Federation upon the recommendation of the Chairman of the Government of the Russian Federation.

The Minister is personally responsible for exercising the powers granted to the Ministry of Culture of the Russian Federation and for implementing the State policy within the established field of work.
